 Neil M. Frank
Neil M. Frank is a partner in the firm of Frank & Breslow, P.C. He has limited his practice to representing management in labor & employment law matters for over thirty-five (35) years. He regularly practices before federal and state administrative agencies, the National Labor Relations Board, federal and state courts, and state and federal human rights agencies. He has been counseled management in more than 200 NLRB elections. He advises and litigates on a variety of employee related laws, including the National Labor Relations Act, Wage/Hour, OSHA, COBRA, IRCA, Federal and State Laws against Discrimination, ERISA, FMLA and ADA. He has negotiated collective bargaining agreements and individual employment agreements throughout his career, advised employers in hundreds of grievance meetings and tried numerous arbitrations. Mr. Frank is a frequent lecturer before business and professional organizations, and has conducted hundreds of in-house training programs on employment related topics. Mr. Frank is a graduate of New York Law School. He is admitted to practice before the New York State Courts, and many U.S. District Courts. Mr. Frank is Founder and Managing Shareholder of the firm.
 Allen B. Breslow
Allen B. Breslow is a partner in the firm of Frank & Breslow, P.C. He has limited his practice to representing both unions and management in the areas of labor & employment law for over thirty (30) years. He represents employers in the financial, chemical, manufacturing construction industries and many non-profits. He regularly practices before the National Labor Relations Board, federal and state courts and state and federal human rights agencies. Mr. Breslow counsels both profit and not-for-profit employers on a variety of employee related laws including Wage/Hour, OSHA, FMLA, IRCA, Laws against Discrimination, NLRA and ERISA including the special problems of employer withdrawal from multi-employer pension plans. He has negotiated collective bargaining agreements for over thirty (30) years, and has participated in hundreds of grievance meetings and litigated numerous arbitrations. He has lectured before many business, professional and non-profit organizations and is regular lecturer on employment related issues for several non-profit organizations. Mr. Breslow is a graduate of Columbia Law School and is admitted to practice before the New York State and United States Courts. He is a former vice chairman of the Labor Law Committee of the New York County Lawyers Association and is a member of the employment law committees of the American, New York State and Nassau Bar Associations.
 Saul D. Zabell
Saul D. Zabell is a Senior Associate in the firm. He has practiced exclusively in representing management in the employment and labor relations areas throughout his career. Prior to joining Frank & Breslow Mr. Zabell worked as a Labor specialist at the Triborough Bridge and Tunnel Authority and as a Labor Attorney at the Long Island Rail Road. He has advised management on a variety of employee related laws including the National Labor Relations Act, the Federal Railway Labor Act, Wage/Hour Laws, COBRA, IRCA, Laws against Discrimination, FMLA and ADA. He has negotiated collective bargaining agreements and individual employment agreements, and advised and represented management in hundreds of employee grievances and arbitrations throughout his career. Mr. Zabell is a graduate of the State University of New York at Albany and New York Law School. He is admitted to practice before New York State Courts, United States District Courts and the United States Court of Claims. He is a member of the labor and employment law committees of the New York State and Suffolk County Bar Association.
